German responsibility goes beyond that. They implemented Hartz laws but did not impose them in the neighbors.

Germans always play on the weaknesses of their neighbors. They grew with a capital-labor cozy relationship while their neighbors had capital and labor at each other throats.

As the strikes dragged on, in their neighbor countries, Germany's industry hummed along nicely.
