That's what I get from that E-mail as long as it has a active bid/ask ie csma could be traded because it's active but a little guy like scci
(shameless plug) can't because it has no active market maker. I could be mistaken.. they only took 1 day to answer my e-mail so that impressed me. Still looking around though.
