Yes , we had a pretty active discussion in my gym about this. The others felt that Paterno was in fact the big man on campus and needed to exercise more leadership as opposed to kicking it up the chain of command and letting the appropriate parties deal with it. I guess we will never know what exactly was communicated to him at the time.
