China depends upon exporting it's goods overseas.

To ensure that they don't lose that trade, they need to possess the capacity to protect their cargoes from confiscation, and/or sinking.

They don't possess that at this time. And I don't see many countries lining up to engage in security treaties with Bejing. If anything, it the exact opposite as neighboring countries fear China's bullying and are seeking alignment under a US security umbrella..
