I'm confused by your grin-I thought Siemens/Orckit for VDSL was a done deal some time ago. Has it come apart?

On the broader Rockwell relationship, you are right that they have been working together for years (ever since the PairGain/Brooktree relationship fell apart). It also further reduces the importance of the Stanford/Amati DMT patents. It wouldn't surprise me if they are also working with Rockwell on chips to implement the new ADSL interoperability standard, in which case they may be able to do a cross-license, trading licenses for some of the substantial patents which Rockwell & Brooktree have in this area which TI might arguably need for whatever DMT licenses Rockwell/Orckit might arguably need, on a mutually royalty-free basis (like the Alcatel cross-licenses).
