Lower then her offical marginal rate sure. Lower than her actual effective tax rate paid? Possibly, but I'd have to see the actual information to be sure. If she makes more than some senior managers, and doesn't have much in the way of deductions or credits its possible. But most secretaries don't make 6 figures, and most people who do make six figures have plenty of deductions and credits.
