With the MeOH/NH3 plants closed and the pulp mill shutdown I am not sure who is left in town.
Probably a few thousand folks at the smelter who would like to recover some value from their homes.
But like you say - pawns.

So the smelter is producing 400k= tonnes a year of product. The bulk of that goes out by ship.
Inputs:
Raw Materials
The following raw materials are used in Rio Tinto Alcan’s aluminum making operation:
- Alumina ore
-Large volumes imported from Australia and Brazil by ship
- Pitch
-Imported from Pohang, China by ship
- Green Coke
- Imported from Edmonton, Alberta; Anacortes, Washington; and
Yorktown, Virginia.
- Coke is calcined and used on site
-Anode Paste
-Ramming paste imported from Norway via vessel/container and
Welland, Ontario by truck.

Bulk of the inputs come in by ship...
We are talking a million tonnes of material in and out yearly -lot of ships. A quick Google search and Wikipedia show no shipping disasters within Douglas Channel.

The pulp mill produced 400k+tonnes a year of product that was shipped out.
The MeOH plant was another 500k tonnes a year plant. Again I can't find any record of any associated shipping incidents of this product in the Douglas Channel.

BC Ferries on the other hand shows a dozen serious incidents in a Wikipedia search. Perhaps the fear is that a stoned or sexually distracted ferry captain will ram an oil tanker?

This is turning into a pet peeve and I am tying up the board.
