Still... such long-term economic trends can take a very long time even to 'revert to the mean'.

Probably not a huge amount of time. Years not decades. Even if it was centuries the point would remain that the "low taxes" of today are not really low taxes, they are (relatively) low return on taxes that aren't low. The low return is because of poor economic performance. If we are going to have poor economic performance for the long run, that's even more reason to focus on cutting spending over raising taxes.
