That's absolutely true, but the stimulus was never intended to stimulate the economy. It was intended as a payoff to Congress, the White House, and their wealthiest enablers in the banking industry, as well as certain global corporations. That's why it was all done in secrecy, but now they do not try to hide it or deny it anymore.
