It means that their customers are drawing down inventory, running leaner than usual. It implies that their customers feel more comfortable holding cash rather than financing their usual amount of inventory, even if that cash is earning next to nothing. It also would appear to imply that they are more apprehensive of deflation than inflation.

At least, that is my take on it.
