How so? The results of stack test completed in August 2010 (after a four month delay in trying to schedule that test) were enough to allow the NYDEC to issue him a permit to burn pyrolysis gasses.

Keep in mind that nothing is stopping Mr. Bordynuiik from providing evidence of having an actual commercially viable process except himself. Two years ago everyone knew what Mr. Bordynuik's value proposition was and what needed to be done before it came to fruition--he made it clear that he could produce crude oil for less than $10/bbl and he would be producing in April 2010. Since then he shut up about the $10/bbl cost claim and the commercial production morphed to 'only needing a permit' and then morphed to silence and finally to Mr. Bordynuik saying he spent 2011 'tweaking' the process. Now he doesn't even say what exactly is holding up full commercial production and leaves that up to investors' imaginations.
