In cases of underaged (16?) violent criminals, the parents or legal guardians should be held liable. To what extent is arguable, but certainly they should have skin to lose. Theft, property crimes, even burglary, are not violent crimes in my view...although a majority of violent criminals have early crime histories...like GWB.
