I looked into the story and found that Somerset did make an offer to buy all of the fuel JBI could produce at WTI-3.

That was at the time Somerset was desperately trying to find sources of crude to maintain it's operations. JBI mentioned that offer at a later time, by then Somerset had not found a source of crude and had shut down.

Since JBI wasn't producing output at that time no fuel was shipped and JBI wasn't keeping up with the status of Somerset.

Not much of a conspiracy.
