Yes, these generous mystery industries which supply Mr. Bordynuik with homogenous plastic for free rather than selling it as recyclable scrap and making money from it. Meanwhile Mr. Bordynuik seems to be running in a continuous 'test' mode so he doesn't need much of this free homogenous plastic.

And, if he's following the requirements for hydrocarbon-only plastics as the air permit states, it also explains why he's still not producing anything in any significant quantities.
