At this point the US has a significant national security interest in seeing Iraq turn into something. To the extent a small number of troops would support that objective, it would have been fine. We have troops all over the place and they serve a legitimate function in some areas and probably should be brought home from others. It would not have taken many American troops in the U.S. to maintain the stable situation for a while until their internal issues were worked out.
