I think you are speaking to soon. The Mott core is progressing well and the brcm core is not out yet.both off these can use 28 m.

So for now maybe your observations is ok, but for a group that has had their core out there for 3 years now,qcom is noticeably late in having a mature product. In fact if you survey the phones out there with lte, they are not qcom cores...Mott, ss, others..
