I was in the car with my mother in law yesterday and a guy entered the crosswalk without looking to see if there was any oncoming traffic. He was clearly in a deep conversation on his cell phone. My MIL's first reaction: "there outta be a law against that too". I asked if she was serious....yup, she was. The reason is, of course, the liability it poses to others. I asked "couldn't we solve this by just making the cell phoning pedestrian responsible for his actions rather than offloading it to the car drivers?" She agreee, kinda....but stuck to the "TOBAL" mantra.
