I speculate: There isn't much of note that's new about Win98 except IE's interface taking over the whole shebang. They can easily pull that, and in fact I believe you can run the betas without that bit, if you want. But without it 98 is just 95 with slash pockets, so it is better not to build up the importance of it if you might have to bring out an obvious incremental release when the court prevents you from going thru with Plan A. People might think, heck, where's the revenue in that. Or even, why buy this thing?

Better to keep shut til they know if they'll win or not. Meantime, be ginning up some real improvements to make the thing worth buying.

Or something like that.
