I think he took this decision because it is popular. US public opinion is really tough on major oil issues. Had the government being really tough on oil, the public would trust the regulators to keep oil in line and government could have approved the pipeline

The voting masses are easily manoeuvered by mass media. When there is an oil issue is a chance for government to plant into the voting masses the message it wants to convey. Message must be:
"We scare the hell out of big oil if it does not conform to our rules"

Election next year do not expect politicians to take any decision slightly unpopular.
