Have been reading Graeber's Debt book carefully and slowly as it is chock full of ideas and facts. Trust you have read it, too, but hopefully not in the same wham bam thank you ma'am reading I gave it upon receipt.

Which brings me to the eunuch Admiral He and his impressive fleet. Graeber states that the Admiral, presumably upon instructions from whatever Ming chief was in charge, showered the rulers of the places he visited with all kinds of luxury goods and other goodies, not ever (apparently) firing his cannons. The 'benevolence' coupled with the sight of these huge ships, served to turn the states he visited into vassals since they were overwhelmed with the sight of power.

Graeber posits that China is engaged in the first step of the same tactic with the US and the rest of the world, with the gifts being cheap consumer goodies and the continued purchase of Treasury bonds. The problem I have with this is that the purchase of bonds has funded the greatest military machine ever seen, one capable of delivering devastating non-nuclear force anywhere on earth with only a few hours notice.

A random thought, one fueled by Graeber's book which is a must read.
