You need to spell out the idea. For example, Lenin announced "All land to the peasants! All factories to the workers!". And then proceeded to nationalize every inch of land and every functioning enterprise, and to enslave both the workers and the peasants. Every person with any sense could see right away what it was all about - namely, that all those assets were being taken away from their prior legitimate owners. But - at least the message was clear!... G/ng.

You don't have to do this now, but if and when you'll get to it, would be interesting to see some more details about how this concept could be explained to the populace, and what would be the advantages... What would be the rules of inheriting such an asset. How citizenships would get assigned to existing current citizens. Etc., etc. There would be other repercussions as well. Citizens of less than very desirable jurisdictions would not need to apply, ever - because in poor countries they would never be able to raise the needed millions. We would need pretty harsh law enforcement to protect the borders, and to hunt down any illegals, or "tourists" who neglected to leave. In fact, the entire planet would find itself divided in new and unexpected ways.

...About your idea of encoding cell phone signals: was it CDMA? If so, I'm impressed. Don't know very much about it, but in the late 90's I used to subscribe to George Gilder's newsletter, and I think I more or less grasped the principle.
