Thanks for your help Ron, BK and TC. I found the folder options and changed them, and also modified the Registry. Some of the balloon (info) tips are gone, so that's a help, but not all of them. Inside other programs I use all the time, there are constant info tips appearing. They often hide the thing I am trying to read. I have also read through forums where users have given up trying to get rid of them after using the tips already presented here. A certain amount of the tips seem to be embedded in Win7 programming itself. I can't tell you how annoying I find them. They're like flies buzzing around. Win XP had a TweakUI program that got rid of them too, but it won't work in Win7 64-bit which is what I have.
