"Agreement" and "control" being two different things ? The agreements that exist don't appear to matter to the Chinese... as much as the issue in "control". I expect the vector established now will resolve the issue properly... The PI has been lax in spending on defense, and they're not going to be able to ignore the Chinese imposing the requirement that they be able to assert control, if they want to preserve their right to it. A U.S. Naval presence and larger regional cooperation won't hurt, either...
