You need proof? If the President is telling us that by not passing the payroll tax relief will cost wage earners $1,000 dollars a year - AND given that half of all wage earners pay NO income tax, common sense alone can explain the seriousness of the so called latest "stimulus". Now as to the your claim that it is but 2%;
Congress has temporarily extended the payroll tax cut two months. The decision extends the two percentage point payroll tax cut for employees, continuing the reduction of their Social Security tax withholding rate from 6.2 percent to 4.2 percent of wages paid through February 29, 2012.

I shouldn't have used the word dishonest when talking about you, but clearly the information as posted was extremely misleading. This is a major shift in thinking John, and ANYONE who cares about the long term survival of SS should be alarmed and mad as hell.
