Bill, a CEV is a controlled environmental vault. It is usually an underground facility and it houses telco equipment. Think of it as a small CO located near an area a telco needs to put lots of lines out to. A CEV can have all sorts of equipment in it. It has temperature and humidity controls, hence the term "controlled environmental".
