I have been arguing for this in my writing and have made phone calls to that effect .

This is what Reagan did, he included people in the process. I heard Ed Meese speak in
which he gave a description of what it was like to be in Governor Reagan's cabinet and
how he brought the same finesse to his Washington Cabinet.

I knew that Reagan was a true leader but not until I heard the praise that Meese did of
Reagan did I realize just how good a leader Reagan was.
