I really feel that congress is reacting to a combination of their 9% approval ratings and the OWS protests with that legislation. People knock Obama, but the bill had a veto-proof majority.

They probably feel that Americans will start picking them off with deer rifles or blowing holes in their heads at town halls, ala Gabby Giffords. Perhaps they feel that a period of domestic unrest is coming, like the sixties, only with a lot more guns, thanks to the Republicans.
