Fallacy of composition.

If I asserted that it happened over some time period, so it must have happened at all times in the past, that would be an example of the fallacy of composition.

Saying it happened in the past, isn't a falicy of any type. Its not a faulty argument. Its not even an argument at all (not by itself). Its an assertion (that can be a premise for other arguments). It a claim of fact. It can be true or false, but not a logical fallacy.

NO big structural increases in entitlements or in discretionary spending to be found.

All sorts of additional discretionary spending is to be found, and that spending increase, expands the baseline for future spending. Also you have the new Obamacare spending, which is quite structural (unless the program gets repealed or declared unconstitutional)
