That is clearly stupidly performed static analysis. History has proven that static analysis is not representative of reality. Most high income people have multiple ways of avoiding excessive taxation. Low tax rates free entrepreneurs to create wealth. They also free capital that gets locked up rather than pay excessive tax rates.

Since 50% of adults in the US 97.75% of all income taxes it is inevitable that taxpayers would be the immediate beneficiaries of any tax reductions. The top 10% pay 70.47% and the top 25% pay 87.30%. (2009 figures)

Redistributing income through income tax filing is an even stupider idea than welfare.
