Like others I set my portfolio based on the 12/31 date (and I submitted early) as that is what Bulba indicated would be used. I think that in the end the first week movement won't matter much but its not fair to those who followed the original rules. I haven't looked at all the portfolio's (entered during the week) to see if it was abused. If it is just the one portfolio that did so perhaps letting that person know the rules and that this is for charity and just asking them to pick others would be the best solution?

However, I won't object to whatever date(s) is used to make things easier for Bulba.
