Saying the problem is the voters, is not the same as saying the problem is democracy. Think of democracy as the basic scheme, our specific government setup is the implementation of that scheme, and the voters are the people participating in that scheme. That's (at least) 3 things that can be a problem not one.

In a sense democracy is the problem, because almost any group of voters is likely to cause problems. But its only really the problem if you look at it through the lens of unrealistic expectations for other forms of government.
