Ethanol is a high octane component so is more useful in hot weather than cold. But that's not why it's included. It's simply to save money on petroleum components by way of taxation rorts for protected voters and political money donors. Ethanol means carrying around extra weight and having to refuel more often than with pure hydrocarbons.

We did lots of work on ethanol in the 1980s [in BP Oil International].

I'm out of date on the economics of ethanol now, but at $100 a barrel, it might even make sense for ethanol to be used in some situations. But I don't believe regular crop-land can be economically converted to ethanol production. I'm thinking of waste cellulose converted to ethanol. Say by feeding city waste to microbes or off-cuts from trees, scrub clearing, or something. Mangroves are a curse and they could be harvested for ethanol, being no use for anything else I'm aware of.
