The failure of middle and upper managers to correct internal problems cause shifts to be made outside of teh company. It is far easier to build a new plant elsewhere and move downstream than to micro manage a company and move upstream.

Construction costs are comparable in China.
Land is less costly for several reasons, some which are very negative.
Labor is less costly.
Quality and productivity are less.
Stability of governments a concern for teh investors.
Transportation costs are more.
Regulation costs and taxes are less.
Energy costs generally are higher.
