The Libertarian Party will run a candidate (it's convention is already scheduled) though... that much is already certain.

For example, former Republican Governor Johnson has already declared he is running for the Party's nomination (so have several others) so regardless of whether Ron Paul runs or doesn't (I'm pretty sure he WON'T... he wants his son Rand Paul to run for the GOP Presidential nomination in 2016 and doesn't want to alienate any Republicans) there will still be a Libertarian Party candidate on the ballots this Fall in almost every state.
