I think management of such a workforce would be a hellhole if not done properly.

Which is not to say it can't be done well. It has to be a non-government management. An example is the organization "Reach" that managed such a program in Juneau, Alaska. Reach provided janitorial services for the federal building and other places. No doubt it was subsidized by the government, but that was unavoidable because these are not exactly the most self-starting, productive people out there.

Paper waste pickup was done by a young man I think was born a Down's Syndrome baby. He was very diligent, though compulsive about emptying the trash cans at people's desks.

Sweeping and mopping the hallways was done by prison trustees.
