I believe each of the underwriters are given a certain amount of shares which they peddle to customers. (usually prior to the actual offering the majority of shares are accounted for - assuming the pricing is right). But that may explain why the stock is teetering around 28 on the open market - that was the offer price on the secondary. The fact that the stock is remaining around 28 with low volume - I can only assume that the placement is not completed. If you can buy at 28, why go to the open market to buy at 28 -1/2?
