It made more sense politically for him to "postpone" the decision till after the election.

Now we have the President in the position of telling Canada we don't want their oil, while telling Brazil we do want their deepwater offshore oil.

It doesn't even make sense environmentally since the Canadian oil in question will be burned somewhere, in China, if not here.
