Has to do with population increases and decreases.

The Dems in Va. are wanting to balance the districts according to race----and this has been stated by them.

We went through one of these in 1990 in which the 10th and 8th Congressionl Districts were changed by the Democrats who were in control of the General Assembly. That re-districting left a secure district for Jim Moran of Alexandria as it did not matter how the conservative voters voted as they were thrown into a liberal district out of the moderate-conservative district.

So in essence, for several decades it didn't matter how they voted in the Congressional races as they were in the minority.
