Peter, as you know I live in Massachusetts. As governor here, Romney governed as a fiscal conservative. He came in with a $3B deficit and left with a $2B rainy day fund without raising taxes.

We have two major state taxes here, an income tax and a sales tax. When Romney took over as governor, the state income tax was 5.6%. When he left, it was 5.3% The state sales tax was 5% when he started and it was 5% when he left. And taxes on cap gains and dividends didn't change.

He raised some fees (not taxes) for isolated services that not everyone uses. Hunting licenses, marriage certificates, etc. Mostly little stuff. And he closed some obscure corp tax loopholes.

State agencies like the RMV worked well when he was here. After he left, and a Dem took over as governor, those agencies went to crap. Where they remain today.
