The drop to the strike price is caused by MM's selling stock that get after they exercise ITM calls that they buy.

Do you think that MM activity is mostly over by the last hour of trading? Sometimes stocks are down on expiration day only to rise at the end. If INTC closes above 80, KLIC above 30, that would be an indication of such a trend. Or that buying interest outweighed the downward pressure.

After the last few months I've become interested in non-emotional rule based trading models.
