Sheesh--I'm going t get out of the way and let you do the talking on this one. A more reasonable step would be to take a look at the tax breaks (although I'm sure they fuel a lot of exploration which otherwise woldn't be undertaken), but this windfall stuff is akin to throwing the baby out with the bath water.
