Under the policy, as far as I can see, authors would be free to create versions of their books using other platforms, and would be free to distribute those versions. They just can't use the free Apple authoring tools to make an iBook, then take that iBook and sell it elsewhere.

As usual, people are overreacting to a perceived evil act, which when you analyze it, isn't so evil. [cue rant by Sylvestor]

On another note, there is nothing in the policy that would actually allow Apple to set curricula for schools. That's simply paranoid raving.
