This is the title and summary of the Budget Bill the House of Representatives passed back in April 2011. When the bill went to the Senate, only 77 out of 100 Senators bothered to appear and cast a vote. The Bill was struck down in the Senate and therefore, blocked from proceeding in May 2011.
