OT Your own data shows that Republicans voted for the Civil Rights Act of 1964 more than Democrats did. For / Against / Percent for House Democrats - 152 / 96 / 61.3% House Republicans - 138 / 34 / 80.2% Senate Democrats - 46 / 21 / 68.7% Senate Republicans - 27 / 6 / 81.8% (not that its significant, but to get to an even tenth all the Republican figures are rounded down, while the Democratic figures are rounded up) Now its true that voting against that act != racist, and voting for it is not incompatible with being racist, so your chosen standard isn't the best one, but using that standard the Democrats were the racist party.
