That is NOT what is well established.
While they do rely on ODM and EDM contractors in China, Taiwan, India, Braziland elsewhere (Foxconn, China Tech Faith, BYD etc.) to supply componentry, the 3 largest manufacturers of mobile phones in unit terms -- i.e. Nokia, Samsung, and LGE -- all manufacture, assemble, and do final test and ship in their own facilities for the vast majority of the product they manufacture. Nokia has 10 global manufacturing facilities with 2 in China. Beijing is a showplace. They just closed and sold Romania, and will open Vietnam shortly.

Very often component contractors have collocated in the same industrial complex.
This in sharp contrast to Apple which contracts all manufacture.
