You want strong tax incentives? Just get rid of the dependent deduction and that portion of the standard deduction. Families who are currently baby mills might reconsider if part of the financial incentive were eliminated. Limit Welfare to one child per parent, a married couple would qualify for two, but a single parent would only qualify for one.
