Nonsense. I wrote the first plan in our state for a comprehensive emergency medical services system (EMS) under federal money from PL 93-154.

Before my plan (1970's) we had no system in Alaska, just a few scattered ambulances and a few paramedics. If one got sick or hurt they threw them in a car and hoped they lived until they could get to help, somewhere.

Today, we have a comprehensive emergency medical services system from the time of initial notification, to stabiliztion by trained EMT's and Paramedics, to transsportation (often over long distances) to care.

When finished with the plan (1400 pages and 15 components with goals, ojectives and methodology) I left and went to work as a labor on the pipeline. When I came back people were not sure what to do, so they made me director and I wrote a second plan. Once the program was up and running I quit a second time and went back to graduate school at the university of washington. I was in my early 30's.

Everyone involved cared. And today thousands of lives have been saved by the EMS system in place and we have one of the best in the world. And if you come up here and get hurt or sick, we have a great system to help you.
