IMO, that is part of the problem. WSTL did not get the long awaited contract with GTE--ILEC(the regulated entity with control of the local loop). WSTL got a measly 1,000 line deal out of a single complex. That in and of itself is why WSTL has gone nowhere but down lately. Let WSTL win the regulated side of GTE and the stock will probably go back to at least 26+.
