What a dumb idea: Tax profits before you earn them.

Only a tax attorney could come up with such a convoluted scheme to bilk people out of money.

I guess you'd be fine if they decided to make Utah real estate owners pay tax on unrealized appreciation on their real estate? After all, you can borrow against it.
