I won't argue that the "it" is serious, but I will argue that there is, indeed, an "it."

Many decades ago a friend told me of a protocol she and her mother had. If she didn't want to talk to some boy, her mother would answer the phone and say she wasn't home. Before she did, though, my friend had to go stand outside the door so that she was not literally at home.

Here's another example, a corporate one. Corporations often have some subsidiary that does some dirty work so that the corporation and it's leaders will not be held accountable should it come to light.

While having the insurance company rather than the employer pay for the contraception is, for all practical purposes, the same, the optics are different. So there is an "it." How serious it is depends on how much weight you place on optics. One may not place any weight on it at all, but that doesn't mean it doesn't exist.
